About the Project
The Small Scale Irrigation System Development Program (SSISDP) is intended for farmers willing to invest in the purchase of high-performance irrigation systems to save water, increase crop yields and reduce costs.
Funding terms:
- Primary down payment – 40 %
- Payment over 1 year – 30 %
- Payment over 2 years– 30 %
- The maximum funding sum is – 3 000 000 MDL per beneficiary
- Annual monitoring fee – 2% annually

Funding objects:
- adduction network – a network consisting of channels, pipes or gutters of various orders, which acts as a water supply from a source to a distribution network in irrigated lands;
- distribution network – a network consisting of canals, pipes or gutters of various orders, performing the role of water supply to irrigation areas;
- irrigation system – a hydraulic network constituted in complex or separately from pumping stations, and fertigation stations, including components (pipes, fittings, new connections, etc.), such as geomembranes and geotextiles for water intake, used to irrigate agricultural land (including protected agricultural land).
Eligibility criteria
Applicants must meet all of the following criteria when applying for the hire-purchase within the Small Scale Irrigation System Development Project:
- They are an agricultural producer and carries out agricultural activity in the country’s territory, including production, growing or cultivation of agricultural products, as well as primary/finishing processing of agricultural products, milking, raising and keeping animals for agrarian purposes or maintaining land in good agricultural and environmental conditions, agro-tourism.;
- They are a legal person or individual enterprise (including homestead) duly registered;
- They are not in insolvency proceedings by the court decision, or no application to initiate insolvency proceedings against the applicant has been submitted to the court;
- There are no registered debts towards the Agency;
- There are no arrears with the national public budget. The criterion in question does not apply to the applications for the instalment trade with regard to the equipment, which have been withdrawn and are in the Agency’s stock;
- The sum of the submitted offer does not exceed the funding maximum amount of 3 000 000 MDL, and in case the applicant already holds the status of active Beneficiary (beneficiary whose hire-purchase contract has not been repaid in full) within the Small Scale Irrigation System Development Project, the sum of the offer herein will not exceed the difference between the maximum funding sum of 3 000 000 MDL and the balance of the receivables registered for the Beneficiary towards the Agency within the Project;
- They have property rights or other valid and properly registered exercisable rights to agriculture land/plots where they intend to install the equipment for a period of at least 2 years.
